Tipaimukh Dam: Irrecoverable environmental consequences

The Tipaimukh Hydropower project is being constructed by India near the confluence of Tuivai and Barak river in Manipur. They are planning to build a dam of 164 meter height within 100 km of Bangladesh border with a electricity generation capacity of 400 MW.
Although we think that hydropower plant has less environmental effect than other power generation plant but it has a large number of irrecoverable adverse effects on environment.

Construction of a dam at Tipaimukh would be a death-trap for Bangladesh and some part of India (Manipur). Several experts warned that the structure would hamper the river flow into Bangladesh. There was a Joint River Commission (JRC) between Bangladesh and India but Bangladesh did not get their required amount of water at required time through Frakka Barrage so far. As India has full control over water flow, less flow during dry season cause adverse effects on various water related activities in Bangladesh. On the other hand, high water discharge during the rainy season causes flood and inundation of crops and valuable property of Bangladesh. From the previous experience it can be seen that India which situated at upstream not respecting any transbounbary water law. Construction of a new dam at upstream of Bangladesh can be devastating for ecosystem and socio economic condition of Bangladesh as the country already suffering a lot with Frakka barrage.

The protest against Tipaimukh dam is not only from Bangladesh. The people of Manipur have been fighting legally to stop the project but have so far been unsuccessful. The Indian government is going ahead with the plan ignoring the protest amounted in both countries. We know UN emphasize on protection of indigenous people and their habitats and there are some rules and regulations on construction of dam stipulated by the WCD (World Commission on Dams). So, considering adverse effects on socio economic and ecology of both countries it would be wise not build such a dam for electricity generation.
